On : 11.13.22.04.0 version, Manage Product Offers/Administration Screens
When attempting to publish an Initiative with a Migration Rule, the publish fails with error: error publishing in Buying system
STEPS

The issue can be reproduced at will with the following steps:
1. create migration rule in launch UI
2. Add the migration rule to a package
3. Publish the Initiative associated with the package
