On : 11.13.22.07.0 version, Launch UI

ACTUAL BEHAVIOR
---------------
After the Device Trade-In Program is created, Unable to publish it.

EXPECTED BEHAVIOR
-----------------------
Expect the Device Trade-In Program to publish without error.

STEPS
-----------------------
The issue Steps:

1. Create 2 simple offering with category "Trade".
2. Navigated to Device Trade In Program and created 1 with category "Trade".
3. Navigated to Initiatives -> Device Trade Initiative (Name) -> Publish Tracker
4. The error came as "Failed to process some event items".
