Why are not all reports available for configuration in the Dashboard screen? (Doc ID 2921189.1)

Supervisors have access to the Dashboard screen from the Main Menu icon but they can only see a hand full of reports available for configuration when they add a new Dashboard or click Configure Current Dashboard. The documentation mentions that there are several reports available for Oracle Fusion Cloud Field Service. Why can't the Supervisors add those reports to their Dashboards?
