OCI Console Announcements - Can't Create an Announcement Subscription (Doc ID 2921586.1)

Goal

When we try to set up a "Announcement Subscription" we get the following error and can not create it.

Maximum subscription limit per tenancy of 0 reached for ocid1.tenancy.oc1..<OCID>
