Goal

ICP: Start Date is defaulting to actual element start date and not the system date when editing(ESS)

The start date field is defaulting to the actual element start date and not the system date when employee is editing from ESS page.

For Eg: Employee opts into ICP Plan lunch club as of 1st Dec 2022 with the value as opt in : Y and wants to opt out from the plan as of 1st jan 2023, while editing the ICP plan as of 1st jan the start date is still referring to 1st dec and is overriding the earlier value.

But we want to retain the history and employee be allowed to manipulate the 'start date' field currently system is allowing to update that field.

Date configured for this plan:
1.Payment Start Date: Start or submission date
2.Payment End Date: Blank
