ACTUAL BEHAVIOR

The Run Convert Pending Workers Automatically Process completes with the "Succeeded" status but no pending worker is converted.
EXPECTED BEHAVIOR
-----------------------
Pending workers should be converted after the process succeeds.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Schedule the Run Convert Pending Workers Automatically Process
2. Wait for it to complete with the "Succeeded" status
3. Pending workers are not being converted, they can still be seen in the Pending Workers page
