Symptoms
When attempting to run a P6 Web Services integration, the following errors occur.

A server exception occured while trying to perform username token authentication: Authentication to IDCS Failed for username-<USERNAME>
Server logs:
Request rejected. System received too many requests. Try after some time or contact your system administrator.
