Create Accounting Does not Process Entires for Imported Project Costs . Following the error message:

XLA-870812You must account the distribution before viewing the journal entry.

The issue can be reproduced at will with the following steps:
1. Import Cost using ProjectUnprocessedMiscellaneousExpenditureItemImportTemplate.xlsm from https://docs.oracle.com/en/cloud/saas/project-management/22d/oefpp/importprojectmiscellaneouscosts-3123.html#importprojectmiscellaneouscosts-3123
2. Run Create Accounting
