Symptoms

Deploying a REST based Integration from OIC API Management (or at activation time) to an OCI API Gateway fails with a 40x error

Either:

(401, NotAuthenticated, false) The required information to complete authentication was not provided or was incorrect. (opc-request-id: 12345678901234567890/12345678901234567890/12345678901234567890)

or

(404, NotAuthorizedOrNotFound, false) Unknown resource ocid1.apigatewayapi.oc1.iad.abcdefghijklmnopqrstuvwxyz123456789 (opc-request-id: 12345678901234567890/12345678901234567890/12345678901234567890)
