Symptoms

ACTUAL BEHAVIOR
---------------
After the upgrade to 22D, all OTBI reports that used flexfields stopped working due to missing flexfield data. This was resolved after running the Import Oracle Fusion Data Extensions for Transactional Business Intelligence process. But customer has never had to run this process on previous upgrades.

EXPECTED BEHAVIOR

Expect to not have to run the Import Oracle Fusion Data Extensions for Transactional Business Intelligence process after an upgrade

STEPS

The issue can be reproduced at will with the following steps:
Upgrade to 22D > run any OTBI report
