Goal
When there are requisitions approval rules,where a single User is inserted both as FYI and as Approver .
if we check the WorkFlow in "Manage Approvals" for the Incomplete Requisition we see only one level (FYI in the case attached).
If We submit the Requisition complete workflow is shown.
