Why are some elements unavailable for configuration in some of the Visual Form Editor screen contexts? (Doc ID 2923882.1)

Goal

 I would like to add buttons and tabs, for example to the the 'Start Activity' screen, but these elements are not available for use in the Visual Form Editor.
