Publishing A Sandbox Causes Unexpected Layout Changes Until Cache Is Cleared (Doc ID 2923918.1)

ACTUAL BEHAVIOR

When making modifications in a sandbox  (such as adding fields to a layout ) and publishing layouts are changing for some users. 
The layout changes are seen on pages that were not even modified in the sandbox.

The unexpected behavior is that users are seeing subtabs that they should not see  or are missing some subtabs that should be displayed. 

This issue is not reproducible consistently. Sometimes if a user clears cache or logs in again the problem goes away

EXPECTED BEHAVIOR

Expect that the modification done in the sandbox would not impact any other objects or pages.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make a modification to the activity object in application composer.
2. Publish the sandbox.
3. When viewing other objects/pages they are not showing correctly.
