Why am I receiving 'The action is not permitted' error when updating a user record? (Doc ID 2924125.1)

Goal

 I am receiving the error 'The action is not permitted' when trying to update a property in Resources > Edit Resource. My user has read-write permission on the property. I don't understand why the error is being displayed.
