Error occurs when selecting "New Negotiation" in the Process Requisitions page.

Steps to Reproduce

1.  Procurement > Purchase Orders
2.  Process Requisitions > Add Requisition to Document Builder
3.  Change Type = New Negotiation > Error occurs
