Custom Report based on Accounts Payable (AP) Outstanding KPI does not include some invoices.

Incomplete Invoices : Only some incomplete invoices are displayed in the report whereas some are not displaying. What is the criteria for generating/displaying the Invoices in this KPI .
Observed some of the outstanding Invoices are not shown in the report.
