Symptoms

The Receivables (AR) transactions cannot be completed from User Interface (UI), after the Control transaction completion option was enabled for transaction source and transaction type, and the AR_MANAGE_TRANSACTION_CONTROL_REST privilege was assigned to the designated approvers.

You can't complete the transaction because control of transaction completion is enabled on the transaction source and transaction type. (AR-857880)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Receivables > Billing > Manage transactions
2. Search by incomplete transaction > Open it
3. Select Complete button
