Symptoms
Cannot connect to Supplier Punchout Site due to errors.
It is possible to access the site by pasting the the URL in a browser, just cannot connect to the Supplier Site through the UI.
ERROR

An error occurred in communicating to the punchout site defined in the catalog XXX. Contact the Procurement application administrator. (POR-2010063)
Exception opening URL POR-2010663
Site access error: Can't access the site.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Copy and paste URL and put it in a browser
2. That worked, but it doesn't work within the application.
3. Setups on our side are correct: URL, login, password
4. The issue is connecting from the UI to the Supplier Site...connection is failing, so it seems that the Supplier is not allowing the connection...possibly a setup on the Supplier side.
