PROBLEM STATEMENT

Payroll time card approvals are auto-approving time cards with TOIL/ Compensatory entries as the sole type.
The expectation is the time card approvals should trigger.

WHAT IS WORKING
---------------------
The approvals trigger when a payroll time type and hours are entered along with the TOIL/ Compensatory entries.

STEPS
-------
The issue can be reproduced at will with the following steps:

1) Create TOIL (Time Off In Lieu)/ Compensatory Plan
2) Time Consumer Set with Time Approval Rules for Absence Approval Routing
3) Create a time card with only TOIL hours
4) Submit
5) The time card is auto-approved
