The ESS job "Run Reassign Pending Approvals for Terminations and Correct Invalid Supervisor Assignments Process" doesn't re-assign the pending approvals of terminated managers to their next manager.

This is affecting couple of transactions like Expense for example and works for others like hcm change personal information for example.

Failure : Reassign actionable notifications of person (Person Number=<11111>) to person (Person Number=<22222>) failed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Taking expense transaction for example:

1. Create an expense Transaction that goes for their Manager's approval
2. Terminate Manager
3. Run the ESS job "Run Reassign Pending Approvals for Terminations and Correct Invalid Supervisor Assignments Process"
4. The pending approval is not assigned to terminated Manager's Manager
