User Cannot Login Fusion, Get Error When Opening the User in Security Console (Doc ID 2926650.1)

Symptoms

An user can not login and when opening the user from security console, customer will get following Error:



Steps to reproduce the issue:
1. Access fusion application
2. Click Navigator -> Tools : Security Console -> Users
3. Search and open the user
Customer will get the error
