Symptoms

On : 11.13.22.07.0 version, Shipping

When attempting to generate Fiscal Document,
the following error occurs.

ERROR
-----------------------
You cannot perform the Request Fiscal Document action on the shipment because the shipment is not eligible for fiscal document generation.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create Interorganization Transfer Order
2. Create Pickwave and stage the order
3. Got to Shipments > Actions > Request Fiscal document
