On Storefront Shipping Methods Not Getting Populated In Dropdown On Checkout Page

Symptoms
On Storefront when a user adds item to cart and goes to checkout page, on the checkout page the shipping methods are not getting populated in the dropdown. If shipping methods are configured in the backend they should be displayed on storefront.
The issue can be reproduced at will with the following steps:
1) Navigate to storefront.
2) Add an item to the cart and click on checkout.
3) Add an email address and a valid shipping address then select the shipping address drop-down you will get a message "No shipping methods"
