OCI Identity Cloud Service (IDCS) - AppGateway with HA Configuration Using OCI Load Balancers (Doc ID 2927811.1)

Goal

I have setup IAM Domains with an External IdP (Identity Provider) authentication for JDE (JD Edwards) access using AppGateways via a Oracle Cloud Infrastructure Load Balancer.  See HA (High Availability) setup described here.

I can see the traffic going via the LB (Load Balancer) into the AppGateways, but then it passes directly to the JDE (JD Edwards) login page. It doesn't load the the External IdP (Identity Provider) page which is how the sign-on policy is configured.

When signing into the tenancy, the External IdP (Identity Provider) button is being shown. However, IDCS is not intercepting the request and passing to External IdP (Identity Provider) for login.
