Can't Access JMS Console And Apex (Doc ID 2927891.1)

Trying to access JMS Console and Apex and receiving the below errors.

JMS Console: <URL>/jms-console/faces/jmsSummary.jsp?jmsServer=jms1
- Error: Error 403--Forbidden

Apex: <URL>/ords/
- Error: This page isn't working

This error with Apex happens using the above link or going via RMS/MFCS application.
