ACTUAL BEHAVIOR

Checklist is not getting allocated to hiring manager.

Whenever external candidate is moved to hr phase, the checklist is not getting allocated to the hiring manager.

EXPECTED BEHAVIOR
-----------------------
Checklist should get allocated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Move candidate to HR
2. Checklist does not get allocated
