Symptoms

After downloading the usacities.json.zip map from https://www.oracle.com/business-analytics/data-visualization/geo-layers/ ,
then attempted to import them into the OAC environment. The following error is seen, and the map is not uploaded.
"Unable to determine the plugin ID. Please check that the file you are attempting to upload contains a valid plug in and try again."
