Symptoms
Unable to update supplier status from I to A using RIB ExtVendor interface
Once a supplier status is set to 'I'nactive, while using RIB ExtVendor to update the status back to 'A'ctive (alonside with other attributes), the update operation updates the fields except the supplier status (it remains 'I'nactive). Please note that on MFCS operations guide 2 it refers the following: "If the primary address of the supplier is localized then supplier status will be 'I' - Inactive." however, in this test scenario, the supplier's primary address is not localized. Moreover, using MFCS screens, the supplier status is updated successfully to 'A'ctive.
One additional note: updating the supplier status via RIB from 'A'ctive to 'I'nactive works as expected.
EXPECTED BEHAVIOR

As the primary supplier is not localized then the message should update the status to Active.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Using RIB-Ext publisher, publish the attached RIB message (supplier creation with status 'A'ctive)
2) Repeat step #1, but change the supplier status to 'I'nactive
* It will work as expected
3) Repeat step #1, but change the supplier status to 'A'ctive
* Supplier status is not updated - remains set to 'I'nactive
4) In MFCS screens, update the published supplier setting its status to 'A'ctive
* It will work as expected
