Symptoms
The order location expense is not updating via API (XorderLocExpMod message type), throwing an error as below:

avax.ejb.EJBException: Exception while processing request: Error from {call RMSSUB_XORDER.CONSUME(?,?,?,?)}: [E] The Open to Buy (OTB) end of week (EOW) date is not an end of week date. Date: 11-FEB-23.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Pubslish XORDLOCEXP api to modify the existing expenses
2.check the details in ORDLOC_EXP or Failure
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot modify expenses after upgrade
