OCI Operations Insight Service: Do Not See Data In Charts For Databases Configured in Operations Insights (Doc ID 2929018.1)

Symptoms

Enabling OCI Operations Insights for Enterprise Manager Database targets. PDB databases added to fleet administration in OCI Operations Insights. However their data is not visible in "Capacity Planning -> Database" section.

See following error in gcagent.log at time of Extract/Transfer job in Enterprise Manager.
