On : 11.13.23.01.0 version, Capture and Process Cost
ACTUAL BEHAVIOR

Unable to Create Project Costs using ADFDi spreadsheet after 23A . Users are unable to generate Project Costs when using the ADFDi spreadsheet. When the costs have been submitted using the spreadsheet, they remain as unprocessed costs, and do not get processed upon selecting Import Costs option.
EXPECTED BEHAVIOR

Cost should be created.
STEPS

The issue can be reproduced at will with the following steps:
1. When the costs have been submitted using the ADFDI spreadsheet, they remain as unprocessed costs, and do not get processed upon selecting Import Costs option.
