Semaphore Watchdog Crash Under High Concurrency

Symptoms
Platform was running fine until 17:30 UTC when service stopped responding to connections, queries and everything else.
On checking the performance_schema.error_log table, it shows the semaphore watchdog exceeding the limit and forcing a planned crash of the server:
