TRAN_CODE 20C not posted after performing the RCA.
EXPECTED BEHAVIOR

TRAN_CODE 20C should post after performing the RCA.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make sure the CONSIGN_CONCESSION_IND is D
2. Create an Purchase Order.
3. Ship and receive the purchase order.
4. Create the receiver cost adjustment.
5. Noticed the WAC updated but the TC 20 not posted.
