On : 22.1 version, Pricing - Promotions

ERROR
-----------------------

RPCS Promo Upload Is Not Populating Valid End Time Offers

Trying to Create Promo through upload and observed that end time is Populated as 12:59 PM instead of 11:59 PM.

But offer end time is populated as 11:59 PM if I create Promo through online
 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a promotion
2. Upload a promotion
3. Notice the end time

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, promotion end time is getting calculated wrong
