Why after 23A it appears the Process ID returns (PROGRAM_NUMBER) after submitting to re-process costs on the Labor Distribution Manage Labor Costs Screen?

The message from bottom of the page shows: "The labor costs selected were submitted for reprocessing. Your process identifier is {PROGRAM_NUMBER}.
