Subclass Was Marked For Deletion But Reclassification Events Are Successful (Doc ID 2929785.1)

Symptoms

Reclassification Events are successful in case of Subclass marked for deletion.

ACTUAL BEHAVIOR
---------------
Reclassification events are marked with Success
Item did not move to new subclass.

EXPECTED BEHAVIOR
-----------------------
Reclassification event should fail with valid error details instead of success.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Reclassification event to move item to new subclass
2. Mark the new subclass for delete.
3. Run Reclsdly and Dlyprg jobs,Check
4. RECLASS_ERROR_LOG will complete with success but item will not move to new subclass
5. Subclass marked for deletion in daily purge will fail with " Reclass event exists "
