OCI Database Management Service : Accessing Performance Hub Throws "Error code = Bad_DB_Response_Exception"

Symptoms
DBM was enabled. Trying to access the Performance Hub reports the following Error,
Case 1:
The database did not generate the performance report successfully. Check the database's status and try again. If the problem persists, contact Oracle Support and provide the following information. Error code = Bad_DB_Response_Exception, request ID = <Request ID>, query ID = <Query ID>, category = DB_Target
Case 2:
Reports this issue even after all the grants were provided:
GRANT CREATE PROCEDURE to <db_monitoring_user>
GRANT SELECT ANY DICTIONARY, SELECT_CATALOG_ROLE to <db_monitoring_user>
GRANT ALTER SYSTEM to <db_monitoring_user>
GRANT ADVISOR to <db_monitoring_user>
GRANT EXECUTE ON DBMS_WORKLOAD_REPOSITORY to <db_monitoring_user>
