ACTUAL BEHAVIOR

MFCS does not publish deposit container item change
When changing the deposit container item of a deposit content item, MFCS does not publish this change to other systems.
EXPECTED BEHAVIOR
-----------------------
There should be an entry in item_mfqueue following the update
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create and approve a deposit container item (ITEM1)
2. Create and approve a deposit container item (ITEM2)
3. Create and approve a deposit content item (ITEM3) and associate it to the deposit container ITEM1.
4. The item creations are published by MFCS to other systems
5. On ITEM3, on the Item screen, change the deposit container item to the ITEM2.
6. Verify that no message (ItemHdrMod) was triggered to be published to other systems. - no entry in item_mfqueue
