On : 11.13.22.10.0 version, Data Load
When attempting to load Performance Document or PD records using HDL which includes not only the Participants as well as Rating and Comments child records, the following error occurs.

You must not provide a rating for this contributor. Either ratings aren't enabled for the section or the role isn't configured to provide ratings
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to load Performance Document or PD records using HDL which includes not only the Participants as well as Rating and Comments child records
2. Encounter the error message above
