Symptoms

 Specific Supplier User cannot see table of contents of all active Negotiations on Supplier Portal

Steps to Reproduce:
1. Login to Supplier Portal with Specific Supplier User
2. Open View Active Negotiation Page
3. Click any negotiation number
    Only header information is displayed and the user cannot see table of contents
