Unable To Delete The Unprocessed Cost In Projects. (Doc ID 2931178.1)

Goal

I have tried to delete the unprocessed cost it doesn't allow to delete, so in Manage Project Transaction Sources | oracle fusion time and labor. I tried to do 'Allow modifications to unprocessed transactions' the error message shows the "The document entry is predefined by oracle. You have attempted to change the value of an attribute that can't be changed in a predefined document entry."
So how can I delete the unprocessed transaction?
