SOA 12c Integration Gets "Access Denied" Exception During A SOAP Invocation Against HCM Cloud (Doc ID 2931308.1)

Symptoms

In Test instance, a SOA Integration could talk to Fusion HCM Cloud instance with this end-point: https://<Loadbalancer_server>:443/hcmService/FlowActionsService.

The invocation is SOAP based, and used to work till Feb-09.

When it was retested Feb-21, an exception is being thrown as follows:






Changes

 No SOA application changes happened between Feb-6 and Feb-21. But kernel upgrades happened for OCI hosts on Feb 9,10.
