Column By Filter Not Working on Columns With Lists (Doc ID 2931345.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When using the "Column by filter" option, columns with a list do not seem to adhere to the filter specifications.

EXPECTED BEHAVIOR
-----------------------
Expect column to apply conditions matching criteria defined in "Column by Filter".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log into OPC
  2. Open a project.
  3. Activities page
  4. Add column for Predecessors
  5. Set up a "Column by Filter" (e.g. 'is not empty', underlined text)
  6. For column entries matching criteria, condition is not applied.
