Can Oracle Integration Cloud version 3 (OIC3) Service Consoles for Integrations not be accessed?

The following error message is received when attempting to connect to the Service Console of the Integration Instance:

All of our regions are in Ashburn for Oracle.Can this IDCS region be changed to Ashburn so they all match?
