Performance Issue With RPLEXT_JOB POM Batch

Symptoms
Seeing a performance issue with the POM batch RPLEXT_JOB.
The RPLEXT_JOB completed within 1 min until the 21st Jan nightly cycle.
As part of 21st Jan nightly cycle they had processed a weekly forecast file through the POM batch LOAD_ITEM_FORECAST_WEEKLY_JOB and data was loaded successfully. But in 22nd Nightly cycle the RPLEXT_JOB failed with an error mentioned below:
EXT_PROG_SYS_OUT:@RMSAlias: @0PACKAGE_ERROR@1ORA-01502: index 'RMS01.PK_ITEM_FORECAST' or partition of such
EXT_PROG_SYS_OUT:@RMSAlias: index is in unusable state@2CORESVC_REPL_ROQ_SQL.BULK_FORECAST
The issue was fixed by bouncing the application saying this is to be on-off technical glitch and nothing to do with the Forecast jobs/Forecast files. After the fix, we monitored the job for few runs and it completed within 1 min again.
As part of 28th Nightly cycle they processed the daily and weekly forecast files again which were processed successfully and in 29th nightly cycle the job ran for around 51 mins.
