On, Service Request

When adding a help desk category it is giving us an error message

"The matrix is not valid. You must fix the matrix rules before you can continue. (QP-2715597)"

Steps to Reproduce

1. Navigator > Subscription management > Subscription management > Subscription Configuration > Entitlements management > Standard Coverage > Standard Coverage Template

2. Add a row with Category Name

3. See error
