Incorrect Taxes Calculated On Prepayment Invoices (Doc ID 2932350.1)

We have enabled taxes on Prepayment invoices in COTO and have defined tax rules for event class "Purchase Transaction".

However the tax rules are not working and system is calculating taxes based on default rate which is a receivables specific rate.
