When trying to load EventAction failing to Import and Load; which is being loaded as part of 23A feature - Retro pay Late Hire Additions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to My Client Groups > Data Exchange > HCM Data Loader > Import and Load Data
2. Import HDL file and submit
3. HDL should complete with no issues
