P6 Web Frequently Unresponsive (Doc ID 2932780.1)

P6 Web freezes or crashes when attempting to do any task (Apply filter, change layout, change columns, Change from Activities to Projects tab, etc).

Users should be able to log into P6 Web and perform normal tasks within a reasonable time frame.

The issue can be reproduced at will with the following steps:
1. Log into to P6 Web.
2. Perform basic tasks, such as changing Activities.
3. Observe the the window not responding or crashing.
