Error Algorithm Not Supported: ARCFOUR In Sending Files By Sftp From SOA after applying SOA Bundle Patch

Symptoms
We currently have a productive SOA environment with version 12.2.1.4.0, in this environment there are several SOA and OSB services that send files to sftp servers, some of these sftp servers are external that we do not manage and others are MFT sftp servers. The symptom that we present in our SOA domain is that when the SOA/OSB services try to send files by sftp in the logs we observe the following error (regardless of whether the sftp server is external or from MFT):
This scenario is intermittent as only a few of the archive packages that are sent fail.
We have validated that we have installed the patch 33248257 that solves this problem and we have already had it installed for days since it is included in the Patch description: "SOA Bundle Patch 12.2.1.4.220827".
